Client Overview

Al Noor Infrastructure LLC is a leading UAE-based construction and engineering company specializing in large-scale commercial, residential, and infrastructure projects. With over 25 years in the region, they are known for delivering landmark developments including luxury hotels, urban transport hubs, and waterfront communities. Their client portfolio includes both government-backed mega-projects and private sector developments, with a reputation for meeting tight timelines and world-class quality standards.

The Challenge

In 2024, Al Noor Infrastructure won the contract for a flagship waterfront development in Abu Dhabi — a mixed-use complex featuring luxury residences, retail spaces, and a marina. The project’s first phase required 10 urgent hires, including civil engineers, MEP engineers, and site supervisors, all with experience in high-end commercial builds in the GCC.

The recruitment challenge was compounded by:

  • Tight deadlines — onboarding within 14 days to avoid costly delays.

  • Strict client standards — candidates needed previous UAE or Gulf project experience, with strong references and safety certifications.

  • Limited internal resources — Al Noor’s HR team was already engaged on multiple Dubai Expo legacy projects.

Our Approach

1. Understanding the Role & Market Needs
We conducted a fast yet thorough consultation with the project’s technical and HR leads to define the exact skills, certifications, and cultural fit needed. This included familiarity with UAE construction regulations, DEWA approval processes, and GCC safety standards.

2. Multi-Channel Targeted Sourcing
We tapped into our GCC engineering candidate network and reached out to talent in UAE, Qatar, Oman, and Bahrain who had transferable experience. At the same time, we activated targeted LinkedIn and database searches to identify both active and passive candidates.

3. Rigorous Pre-Screening & Video Profiles
Each shortlisted candidate went through:

  • Technical and compliance assessment (certifications, DEWA approvals, previous GCC project records).

  • Competency-based interviews assessing leadership, cross-cultural teamwork, and on-site problem-solving.

  • Recorded video interviews to allow Al Noor’s hiring managers to review candidates instantly.

4. Agile Communication
We maintained twice-daily updates with the client’s HR team to ensure evolving project requirements were addressed in real-time.

Results & Impact

  • 10 hires completed in 8 days, well ahead of the 14-day target.

  • Zero candidate dropouts or replacements in the first 6 months.

  • Recruitment costs reduced by 28% compared to traditional UAE agencies.

  • Saved over 120 HR hours by skipping early screening and scheduling.

  • Enabled the project to start on time, avoiding a potential AED 1.2M delay penalty.
